Help me make a list of all video games featuring prison levels. Games like the Arkham series or Outlast do count, but only because they are about criminals. Regular asylums like the in Sanitarium for example don't. Games that have police stations/underground dungeons also don't count.

You're literally asking for a list that you could put probably the majority of video game ever made into, especially horror games. But alright, I'll add some titles.
-Most if not all of the Splinter Cell games include a prison level, sometimes where you escape from personally -Every single Silent Hill game except for 3 has a prison, not including the metaphorical "prison" of the town itself. Silent Hill: Downpour has loads of prisons since they're a major theme. -Every single Resident Evil has prisons or holding facilities for lab specimens -Mass Effect 2 when you rescue Jack from a prison -Dead Space 2 starts off in an asylum-like facility -Alan Wake has a level that features a county jail. Not really a prison, though, just a few cells. -Most Metal Gear games have the main protagonist captured and put in a prison and tortured at some point and have to escape -Prison Architect, unless you build a fancy resort instead -Amnesia: The Dark Descent's entire chapter 2 -Lots of Assassin's Creed games have the protagonist visit a prison or dungeon at some point and force you to sneak around -Call of Cthulhu: Dark Corners of the Earth has an asylum in it, maybe a prison. Didn't finish it. -Every Deus Ex game has a jail or prison level in it -The Elder Scrolls series is notorious for starting the protagonist off as a prisoner, and all of the games have prisons.
