No, Rider and Saitama are fundamentally different. Even as little kids Rider was going around on his bike trying to be a hero by stopping bullies (and failing miserably). Saitama just slept with his eyes open in class wondering why he should try so hard.
Saitama is and always has been dull. Not lazy, obviously, since he trained EVERY. SINGLE. DAY. But his "passion" for justice is not comparable to Rider's, I'd say his real "goal in life" is to find an opponent who could give him a run for his money while being a pro hero is a hobby.

Rider is like Garou if he'd never been bullied.
