It's way too simple. Yes, it explains her motivations and exactly why Munakata fell so hard early on, but I think that they're moving past that at this point and this was essentially her send-off, like Juzo in Future 11.

It's not just 'could', they 'have to be'. Monokuma told us directly in episode 4 that there were 12 members with a 13 person survivor count. They are not a part of the FF, which means that it isn't the 13th branch head. They do not need to be the mastermind at all, either. In fact, I'm pretty sure that they can't be.

Imagine if she had made it to the end and started running a branch of the Future Foundation like her castle, employing only male members and making them dress up as vampire butlers.

And everyone just lets her get away with it because she somehow manages to get results.

They were expecting with 3 to have this giant expansive plot on the level of the first 2 games, but its just not possible in the scope provided with 12 episodes compared to visual novels with no constraints at all.

I think what we got was pretty good overall, especially in future. Despair's retcons annoyed me quite a bit, and there was a lot of dodgy frames, probably because Lerche is on fire trying to get these 2 arcs out a week on time.

Coming from someone who has never really liked Junko to begin with (aside from her VA, who deserves props for the fantastic job she does at voicing all her different personalities and shit), I'm pretty conflicted about her now. I think that her scenes with Izuru in general and her final scene with Mitarai in particular were really fucking well done, some of the best individual scenes in DR3 period in my opinion even.
