I'd honestly be kind of hoping for a new continuity. Arise was clearly trying to be another SAC in terms of art style and story structure, but by being its own thing it avoided fucking up something that was already great. If New NuGitS is good, wonderful. It's its own thing. If not, nothing is lost.
Depends on how much money they could throw at it and who would be writing it. Remember, SAC was the most expensive anime ever when it aired and it wasn't airing weekly. You'd have to take similar care for a live-action show.

Arise? Literally a watered down GitS constructed completely out of fanwank and references to older GitS media. The political depth is there but weak, the philosophy is hardly thought-provoking, the Major and Section 9's designs are always complete garbage until literally the very end of the final movie and the stories were overall inconsequential to either the manga or the (Oshii and Kamiyama) anime canons.

Arise is the sort of thing you watch when you're done binging the rest of the series and even then you'd feel more satisfied rewatching the older material.

Ubukata's not really a hack, he's just hit or miss. Fafner is great, Chevalier d'Eon and Heroic Age are good, Mardock Scramble fell apart badly, and PP2 and Arise are shit. Of course, those worst two are installments in other people's famous franchises, so they're the ones that stick in people's memories and give him a worse reputation than he deserves.

That's the thing about the manga Major she didn't start acting all robotic until thats hit started going on so the audience actually noticed the change. Where as in the movie Batou tells Aramaki how she's been acting weird since the whole puppet master thing started, and she didn't act any different than how they showed her at the beginning of the film

Aramaki Motoko is literally not Motoko Kusanagi. The real Motoko was at the end of the MMI manga but A.M was one of her offspring.

Angel's Poem was probably as good as the 95 movie just on it's own, and overall it's a really good season, only part I didn't really get into was the Porcelain Man, then you compare it to SAC that visually doesn't look anywhere near as good as 2nd GIG, and episodes where a lot less interesting, laughing man plot had no point to it and the antagonist wasn't interesting.

Shirow was very fortunate to attract a lot of talent to GiTS and turn it into what it is today because without it it pretty much would have been as forgotten as all his other works.
