Yeah, I do wonder about that. It's not like the USSR was explicitly Russian. It was supposed to function as the government for worldwide communism. You'd think it would have become the Polish SSR or whatever.

USSR wasnt an imperial. they barely had much power on ukraine, central asia. ie. muslims, jews were free to practice their religion in central asia/caucasus. the only real power USSR had was over central Russia (Moscow and vicinity)

Because Stalin promised to let the liberated countries in EE hold elections. This he did (they weren't exactly fair but that's besides the point). It was agreed that EE would be in the 'Soviet sphere of influence'. Stalin couldn't annex the whole region without fucking up his generous agreement with the West. There wasn't much need to anyway, they were satellite states and the Red Army stayed in those countries. So annexation would have not changed much, at the risk of pissing of the West a lot.

this is evident in Tito's split from the USSR, which was tolerated with no consequences. DDR was mostly a nationalistic socialist country that was free to follow their traditions as long as they keep ties friendly with USSR.

Buffer state. You don't want NATO on Soviet borders. If the Warsaw pact had pushed West, Poland could then have been safely annexed.

They needed an "independent" state in order not to create more tension. The Red Army stayed here anyway and the government was appointed by Russians.

That was pre-WW2, happened in 1940. Stalin extended the borders a bit but the USSR after the war contained the same countries as before it.

Congress Poland was part of the Russian Empire, while the others were not.

Russia also got a port in Finland, Porkkala, and Finland was a neutral bitch to the USSR. But Kruschef kind of cucked that all up. Also, Russia permanently annexed parts of Karelia, and the Petsamo nickle mines. So, Finland, which was part of the Russian empire (as a duchy) was not annexxed to the USSR.
Congress Poland was part of the Russian Empire, but in personal union w/ the Tsar and was a sovereign state. Also, the Soviets deported massive numbers of Poles so to annex it would've been kind of redundant. Plus itw sa a buffer state.
The USSR annexed Galicia instead, which was East Slav, as well as parts of Bukovina, Transcarpathia, the aforementioned East Prussia and Memmelland.
