Yes, but you also need to consider that society demands service. In a National Socialist Society there is some kind of welfare, but people that are a burden are usually expelled from society itself.
Wellfare here exists not to make it possible to live off as a parasite, but to help people after unforeseeable circumstances. Think of how manny people are economically crippled after an accident. They can't work, medicine costs a shit ton and they usually are left in ruins because of something they were not responsable for. On the other hand, yes, the state covers some of the costs, but the individual is left fine so he can go back to work and produce something for his society instead of becoming a bum

What I believe is that if you take you must give, simply don't have any space for excuses. For example, if you have a minimum education restriction for running for office (take away the right of uneducated people to run for office) then you must also give them a way of getting educated regardless of factors that are outside of their control (in this case GIVE them access to education based on merit). This way you can't say the the policy is classist because it is based on merit, you can't say that it is favoring a city because I would do this nation-wide. Simply put, I lay the opportunities for them, the only thing they have to give is their hard work. And in exchange, of course, I get only desirable people to take office, a more agile administration, less money wasted on mistakes, better PR, increased production, etc.
Heck, you put the opportunity right in front of them only only behind a wall of what's expected of any citizen. Saying that someone is not able to get it would be like calling that person stupid, which leaves less ground for people against your policy to stand on
