Real Bout, Samsho IV/V or Vampire Savior has better looking sprites than SF3.
The thing is that SF3's sprites has tons of animation frames that makes it look good.

For some reason when i'd go finding cool shit that i liked and saved it was like they were actionfigures or something to me, Building up my collection.

Only key animation were rotoscoped.
There's also little details that doesn't exist in 3D model such as shading, detailed movements such as hair/clothing etc that they have to draw and animate.

ALL of the animations were because they wanted to standardize everything so that none of the different characters would look out of place or have a different style. Dot Creation 03 even says it takes two weeks to redraw the animations for a single character.

Also, drawing small details in sprites is far more easier than drawing a body part at a different angle

She's probably some of the sexiest (XIII's is probably "better" but I prefer that classic charm that still has the high quality) but Metal Slug is the best.
