There's some good composers out there still, at least in the indie scene.
Many modern games either license music, go orchestral, or have some sort of ambience.
The reason we remember retro music is because it's simple enough to remember in full detail.
I could spend all day whistling the music from the Mario series or Sonic 1-3.
Can't say I'd say the same for Dark Souls' OST.

they had way more limitations so they had to create simple tunes which tend to be easier to remember and recognize

You can see this happen in Skyward Sword. Funny enough, they had the resources to do the orchestra thing in TP and WW, but those are still memorable in music. Also, Galaxy is orchestrated, but still has some of the best songs in the series. (Gusty Garden, Melty Molten)

They do, but they dont seem as memorable to you because they arent being pumped out with the sound chips in old consoles.

It's a remake of the original in 2007 but the instrumentation really does make it stand out compared to the original.

It's qualitatively better than the meandering crappy synth music with crap instruments in binding of isaac, not that it's any good at all it's just a generic aaa game music off the top of my head, but it has production quality at least

Part of what makes it memorable is because it has a pretty unique sound and how catchy it is to be honest with you family. The shitty vocals and lyrics make it even more fun just because the soundtrack never feels serious.

The Elder Scrolls Main Theme is pretty iconic. Granted, It's been used for a while now, but that's probably one of the reason it is.

Assassin's creed has also been using Ezio's Family as the series' Leitmotif since 2.

That's all I can think of for the west. There's probably more though.
