Granted. It's extremely nuanced, all of your decisions are relevant in surprising but logical ways, and its exploration of politics and human nature are deeper than almost any game before it. However, it takes place in an entirely new area and takes several liberties with the Fallout lore, breaking it in several areas.

Taken in isolation it's head and shoulders above anything else in the series, but the much larger Bethesda fanbase hates it (considering it boring and never giving it another playthrough to explore more content) and the old guard lashes out against it due to its lore breakages. You are one of only a handful of players who appreciate it for what it is, and it bombs spectacularly, bankrupting Obsidian and discouraging game developers from trying anything of its type again for the next ten years at least.
