From what I understand there's going to be both the 1080p increases and the 4k increases, so yes, but framerate is up to the developer since they don't seem to be mandating 60 FPS at 1080p, mainly just graphical increases.

To me it does, because at least there would be 8 million individual points on my TV which has 8 million individual points not gone to waste. Each one of those points will add detail to the 3D render. And it will run at 60fps.
