Because the game has been in development hell for over a decade and they are finally putting that shit on Playstation like originally intended.

Once that is done they can bother porting it endlessly to PC, PS5, XBOX Next and all following consoles for all eternity.

Because Square wants to sell it on PS4 first, and get a second campaign rolling to sell it to PC once it has already conquered the console crowd.
It's a valid strategy to reach a wider public if you don't mind the additional expenditure in marketing.

PC games, by their very nature, sell less than their console brethren, and that is assuming a day 1 version. Double dipping is really just a myth pushed by publishers to excuse delayed ports, in reality delayed ports are objectively worse off financially as they not only lost the initial hype, they also had to spend separate R&D to port it as opposed to being a consideration in the first place.

Are you dumb? Console games always developed on consoles. Uncharted series was developed on PS using controllers, that's why it has such awesome cinematic feel to it.

This is probably the case with Rise of the Tomb Raider. Tomb Raider 2013 sold well on every platform. Rise was broken up into three staggered parts, but the triple dipping didn't actually help sales. That's why they're desparately shilling the PS4 version, they need to recoup their losses after it flopped on Xbone and PC

They've spent all their time trying to get it to run on current consoles. They had to delay it two months just to stitch together a PS4 Pro version. They simply don't have enough time to optimize the PC version, it would probably be a broken mess just like the console versions look like. Yes the game was developed on PC but that doesn't mean it runs well on the majority of PC's, look at No Man's Sky for example. The PC version was just the PS4 version with graphics settings, and it ended up not working for half the people who bought it..

They have DX12 demos of the PC version and said the PC release would be built from the ground up, not just a port of the console version. Expect it to be DX12-exclusive.

This is true for every single game. This also hurts console sales, believe it or not. If people know there will be a PC version, then they will hold out until it is actually released. This happened to Megadimention Neptunia, and it's the reason why the PC version was so quick out the door.
