Atlus has a long history of missing text like this, going so far back as Ogre Battle 64.

I have preordered SMTIV: Apocalypse and will enjoy it, and there's nothing you can do about it except give weak-ass excuses for your peasantfag ways while no one cares.

Essentially these kinds of games have a TON of unused shit that's left in the files. Sometimes its turned into DLC sometimes its never mentioned again. Its why data mining is so popular finding all the shit that made it far enough to be in the files but not the game.

Translators being the cheap shits they are translate the bare minimum and rush it out the door. They get paid per game not hourly. So they try to do as little as possible to make the most profit.

In this instance they just assumed that dialog was not in the game and shipped it out the door.
