SFV doesn't look bad at all though. The only lacking part of the visuals is that they're a bit unpolished on some specific aspects (like NPCs running at 30fps instead of 60fps, or some characters looking a bit weirder than usual), but it doesn't look bad in any way or form.

The only graphical problem with SFV is the hair on some characters and the muddy ground. Also character details like Chun's dress clipping into her thigh like in your pic. The animations are really good for a 3d fighter and the models usually look nice with some faces needing to be changed. EX moves look pretty ugly though

No, Bengus change his style often, sometimes for good, sometimes for worst. Check his work for Darkstakers and X-men back in 90´s, it was awesome. Then he changed again for Alpha3, still great but he start simplify the forms and volumes.
For MvC2 he changed again and the style become plain, with no perspective por projection at all.
Check his work previous to SFV, you can like it or hate it depending of how much you like his mid-90´s style. He is not even sign as Bengus anymore, now he is Gouda Cheese.

Good art direction and resources went to the wayside when console gaming, quality 3d models and digital distribution (or bare bones manuals) became the norm. There is less of a need when the focus is on gameplay and FGC events.

All of them was in-house artist back in 90´s. Art division was dismissed and now every capcom artist is freelance. That´s why Akiman spent his life in conventions drawing porn and dating cosplayers like Iiniku Ushijima or why Hideki Ishikawa is drawing porn of Megaman characters.

OP is mostly talking about the art direction than the technical one of SFV and modern Capcom in general. From a technical point of view SFV is more or less fine, but the reason why some characters didn't translate too well in V (Alex, Ken, Ibuki, just to name the most eclatant examples) is also because the artists that designed these characters didn't work in V.
That's why Alex looks like crap in SFV.

Gameplay suffers from being to plain. Aside from 8frames, the gameplay is so inoffensive that it's boring. There's nothing broken about it. There's something boring about it that even fixing 8frames won't fix. Hopefully they change the system in season 2 like KI did
