She's got a more Asian feel to her model than strictly a white person. Also, the issue is more that they rolled with ScarJo when there were other actors that fit the look and feel of the character better--and were just as competent an actor as her.
Also, all that said, Motoko is a busty character. She's got serious assets packing up front. Six to eight years ago, ScarJo would have been a more ideal cast because she had the rack to fit the character. Since she got a breast reduction, there goes that aspect of her model. Further, she isn't very attractive now. It's true that a many people do think she's hot and all that, but for a lot of people; she just doesn't cut it.
Finally, her acting itself is meh. She's often typecasted into femme fatale roles--but her execution is so-so. Which is a legitimate worry for this film, considering the significance and history of Motoko's character ranging from the original manga all the way to SAC.
