im having the same problem, compy says im having good framerate (frapps) but you are experiencing frame skips?

my problem is an over heating cpu (60 idle, 90+ when any game runs) you might have the same thing with your amd card.

is your computer, at time of screenshot, running idle or is a game running?

Either way, a few good fans added in there should fix the problem if it is over heating

that motherboard is like 30 bucks, replace that then your RAM and you'll be good to go, itd be an alright budget PC
