Its shady because it isnt an authorized reseller of keys.
Sure most of the time youll be fine, but there are plenty of stolen retail keys on there as well as keys that were purchased with stolen cards.
As long as the game youre buying was cheaper at some point, youre fine. Jc3 was a few dollars on amazon shortly after release due to a glitch, so that is probably where the 15$ copy came from.

I must say JC3 got a lot of things wrong. So-so story, disappointing final boss, shit performance at launch, no eventfull places and very few different (but beautiful) biomes.
HOWEVER, the wingsuit is one of the most fun fucking things I've ever done in a videogame.
I've spent literally dozens of hours just gliding around the islands. That gameplay mechanic combined with the stunning looking landscape makes the game 100% worth a buy in my opinion. It's really amazing.
