Wizard had bright neon autistic raincoats and Beast Hyper was a fucking disaster of a costume. The base costume is nice and infinity is pretty good but I wouldn't call it the best design by any means compared to actual great looking suits like Faiz/Blade King/Kabuto/Agito and others.

MC who's flat as a board, and a terrible villain that once he shows up the pacing and just about everything goes downhill. Also lots of opportunities for really cool shit that is just totally ignored or handled in the most boring way possible. Takeru's third "death" and obtaining Infinity is a good example, as I was watching the episode I was thinking of plenty of cool things they could've done to bring him back just from what the episode had to say and show but they just do a straightforward revived by friendship thing.

I kind of liked it anyways, though. Mostly because I liked the secondary characters, the music, and whenever they had shenanigans with the Heroic Eyecons possessing people or Takeru communicating with them.

Drive was meh. Slow as fuck first half, somewhat good second half. Both secondaries completely outshone the main Rider to the point where they were both the ones to team up and take down the Big Bad while main rider fought the big bad's doomsday devise. The villains were alright, the belt was actually one of the better characters, the supporting cast were painfully one-note, all the main rider's suits looked like garbage. All in all it was an average show, I'd recommend watching it only if you have nothing better to watch in your backlog, and you probably do.

But Drive was a masterpiece when compared to the complete shitshow that was Ghost. Drive was a boring commute to work but Ghost's a fucking trainwreck.

I don't know what else you've watched but Wizard is the definition of dropped potential. Haruto is about as exciting as cardboard most of the time, and makes some retarded decisions near the end. You're supposed to care about Koyomi yet she barely appears and rarely does anything. The episode where they go on a date and Haruto gives her a hat is actually good, but things like that don't happen anywhere near enough for you to care.

Rinko is a straight up useless character. Shunpei is a straight up useless character. There's a scene at the end where you see that Shunpei is learning to make rings under Wajima. Why didn't that happen in the series so that Shunpei has more to do? You could have seen Shunpei makes rings for Haruto and have gags and actually useful rings come out of that, but they didn't do that. Phoenix was the only villain you care.

It also forces two-parters really hard and at that point people were so tired of it since the last three series did non-stop 2 parters. Monsters of the week will just run away and Haruto makes no effort to chase monsters them even when he easily could.

The majority of your points are valid but I'd honestly question what else you've watched. The majority of Rider shows are dropped potential with a few great parts (Some more than others) to prop all the filler and toy shilling up.

Haruto is almost always extremely boring and never allowed to show his true colors and when he does it's for a whole one scene at best. It gets to the point where his movie appearances are the only time he's actually allowed to be the lovable sarcastic asshole he is.
Everything about the ending is laughably bad from Haruto's decision to sacrifice his friends without their consent, himself, and all of Tokyo before Fueki actually tells him it will kill everyone in Tokyo, to Sora wanting to go back to being human so he can kill people again despite the fact the only difference between being a Phantom and a human is you're invincible as a Phantom barring a Kamen Rider.
The entire show is two parters nonstop. Haruto will purposely let a guy go for an episode despite the fact he's perfectly capable of just chasing after him with Hurricane, and he just outright refuses to. but then the next episode he'll do that or just EXTEND to grab them.
Koyomi is so underdeveloped it's laughable they try to make sad moments around her. It's extremely telling when they make the most important moment of her character is a random throwaway scene where Haruto bought her a hat.
All Phantoms are terrible at their job. Every single one just goes "OOGA BOOGA BOOGA" waving their arms around in front of the face of a random person, Haruto appears, beats the crap out of the Phantom, Phantom runs away, next encounter is the Phantom doing the same thing, Haruto appears, beats the crap out of the Phantom and kills him because it's the second episode.
Rinko forgets she's a police officer up until 10 episodes are left, and she spends all her time farting around an antique shop.
Shunpei's only good scene the entire show is when he's making the little girl happy as Haruto is doing magic for her.
Wajima's character begins and ends with "makes rings for Haruto".

imo, people (myself included) call Wizard one of the worst because it's boring. Faiz might be worse overall but it entertained me more than Wizard did. Faiz is laughably bad at points, Wizard is just dull

As far as gimmicks go, my top three would be Medals, Gaia Memories and Rouze Cards. SCANNING CHARGE and FUSION JACK/ABSORB QUEEN/EVOLUTION KING are the best tool voices.

There's a very good general sense of mystery and intrigue in its story, and most of the cast is very likable.

Yes, the characters are great and the plot, well, the best part about it is a massive spoiler.
The monsters are cool, since Unknown's thing are impossible murders, i.e. people drowning on streets with no water anywhere in sight.
It also has two really distinct secondaries: G3 which is straight up a suit of power armour, no henshin sequence, he has to put it on normally, and Gills, who is suffering personified and is a very organic design, somewhat resembling Shin.

It's Inoue's best writing job for Rider imo. Misunderstandings happen and then play out rationally (aka THEY FUCKING TALK ABOUT IT) instead of stupid shit happening like in Faiz.

MC is an amnesiac who is kind of a goofball but understands fighting these monsters is no joke. He's trying to figure out who he is, you've got a secondary trying to figure out why his dad committed suicide, and you've got the police actively fighting these monsters with their own Kamen Rider. It has the 2nd best police force in heisei (2nd to Kuuga of course but it's hard to matchup to something that good).

I can't say anything about the plot because the best parts of it are spoilers, but if you could watch through Kuuga's slower pace then you'll definitely enjoy Agito's story
