One thing I forgot is that Venom was happy for quite a while after the events of TPP, I believe.

Skull Face's reasons for attacking Mother Base are explained in the tapes. He doesn't hate Big Boss, but he does acknowledge that he'll get in the way of his plans. Killing Big Boss is also a way to get back at Zero for forcing him into being a nobody in charge of XOF, as well as to draw Zero out of hiding. Ocelot mentions that Zero had foregone his safety to hide Snake in Cyprus. Skull Face tracked him down that way and through Paz's confession and sent a pin infected with a special type of parasite to put Zero in a coma. Also, Mother Base's destruction kick started Skull Face's war economy. Kaz mentions that as PFs started popping up, there was also an increase in demand for nukes, because the PFs modeled themselves after Mother Base due to many of their leaders being from MSF.

Plus the nukes didn't even work so even in the worst case scenario there wouldn't be worldwide nuclear warfare
