Well, there's always the possibility that laser weapons wouldn't want to shoot in one continuous stream because of energy saving and overheating issues. It would also be far easier to train a thousand grunts to use laser weapons that function in the same fashion as their old weapons

Laser weapons mounted on vehicles would probably be the ones to fire a longer lasting beam, simply because of the added space for a cooling system

it would still overheat very fast.a fraction of a second between shots is not enough time to cool it down.

Part of it is game balance/feel, is my guess. If you give someone a laser and it doesn't melt faces in a timely fashion, it'll feel like shit to just point it at someone with no feedback for damage except "Is the laser on him? If yes, wait until he dies"
