the haiti earthquake aid goes to haitian institutions who are in charge of the rebuilding effort. but since they're haitian institutions, they're owned, run, and staffed by haitians, who are generally incompetent and lazy fucks, so all the money ends up in the pocket of corrupt officials or just spent and wasted on mismanagement and incompetence. either way, nothing ever gets done.

in africa, the same applies, only there you also have to account for the massive instability in some states, with large parts of some countries being effectively controlled by local warlords, rebel groups, or occupying military forces from neighboring countries - all in addition to the massive government corruption and incompetence.

bottom line is, no amount of money can make up for lack of functional societal, cultural and organisational traditions. throwing billions of dollars at savages wont magically civilize them and make their backwardness disappear over night.
