It all depends who got there first. 1 will never have first right away just because that car isn't on a straight away. Driving etiquette is largely based on who got to the sign first. So this question can't be answered without additional context.

Left turning traffic crossing the thoroughfare always yields to oncoming and 1 has a yield sign.

I retract my statement the answer is 2 3 1. The people on the straight away have no signs.

2 has right-of-way because it's going straight
3 is making a left turn, but has no sign or signal to stop him
1 goes last because of the yield sign, although I can't tell what kind of sign 2 is driving by
