I feel they do that as a way like they told you off while feeling proud about it and wanted to put you on the spot in front of everybody to make you feel stupid and like shit. Maybe also hoping others chime in to do the same.

I don't believe in softbanning. It's passive aggressive to an insane degree and doesn't let them modify their behaviour if they so choose to.

I used to be an admin for a SP:S server and did this to a little kid who wouldn't shut up once. After a few rounds I unmuted him and he was halfway through a sentence. He never realized he had been muted, I think.

I'm pretty sure telling the guy he's muted then muting him is the best approach because that guy thinks that you didn't actually mute him since you said muted

I'm having CSGO flashbacks. Of course I was one of the people who never answered when the mic check occured. I never saw much of a point in talking if it wasn't a callout or something relating to the situation at hand.

9 out of 10 times this is because the healer is really butthurt about not being able to drink.

the healer has probably had 5 tanks all ignore his mana and you're the 6th. not that i'm necessarily siding with him, because i tank, but just be aware of their mana bar.
