Difference is that Touhou embraces the fans by letting them do what the fuck they want in their own works, but following the designers narratives in the few authorised works, that most fans ignore in favour of their own fanverse. The series never tries to follow the fanfiction, it just does its own thing, while the fanverse does its own thing. Cae in point, one offical print work showed Momiji without wolf ears, her first "offical" depiction. Cue a few artists drawing her without ears but everyone else following inertia and giving her wolf ears and she showed up in a later official work with wolf ears and tail, just like the fanworks.
