Perks are autistic. It's worse than pay2win since it barely makes any difference so it becomes pay4free. It's one of the stupid decisions they've made. It's ultimately pointless and only serves to smash your expectations when finding one in a new crate.

But the commanders are superior to the doctrine/company trees in CoH1. Before they made you way too commited to a specific playstyle, and even though there are some commanders like that, they're much more versatile and shuffle things around a bit more.
