I think Blizzard gave up on banning bot accounts. I remember using Honorbuddy years ago and some botters had as many as 6 active subscriptions for their bots. With WoW getting close to their twilight years I don't think blizz can afford to start a massive bot ban wave.

ToC was horrible but it recovered with ICC and T11, both one of the best raiding experiences wow has ever offered, Dragon Soul clearly showed the decision blizzard made and how things were going to be from then on, and they were, and they were shit
