It runs fine everywhere except the cities, it drops to 30, but most common is 40 - 50 fps.
Everywhere else is pretty much 60 fps, although not constantly. Very high preset.

Depending on your resolution and whatnot, a better gpu will provide a more tangible bump in nearly any conceivable case (within reason) and is less of a hassle to upgrade.

My i5 and 2GB 770 run it just fine at 1440p mostly low settings, get 60fps with some dips, don't see the problem here. Still using wangblows 7 as well.

Check task manager, in cities usually thread 0 or 1 is getting maxes and your GPU goes below 95%.
Outside the city it is the other way around, CPU drops and GPU is maxed.
