There are more off the shelve engines and easy of development that ever before. Modern consoles are a minor step removed from being normal x86 computers, making porting costs the lowest they've ever been. Console makers have to put up even bigger cash if they want to keep devs exclusive.

Console makes missed the biggest opportunity to attract PC users if they simply offered 1080p 60fps, but they chased 4k and stayed on peasant level 30fps. And they still have to rely on upscaling for most titles.

We also have two fairly new emulators, one for the wiiU and ps3, with a switch in the works.
Microsofts store DRM also recently got cracked, so their scant exclusives are next.

PC gaming has dips and peaks. 2015-2016 was a peak, if you nabbed a Skylake CPU and a Pascal GPU you were pretty much golden.
Now those CPU's suffer from vulnerabilities, GPU's are all unavailable and RAM prices keep rising because of artificial shortages by the chinks who produce them. This is a dip we are in right now.

I suspect next year will be a good year for PC building though.
New CPU's (Ryzen 2 @ 7nm is planned), DDR5 will be available by then, hopefully the mining craze will have died down.
Also HDMI 2.1 will be the standard, so we could see TV's supporting 4K 120hz with adaptive sync.

You can't cripple bitcoin farming on a card practically. You could distribute them with some modified BIOS that tries to hamper hash calculation performance, but it would be a matter of weeks until the miners figure out how to flash a custom BIOS onto it and buy them all out because they're cheaper than the mining cards.
