I mean if the setting has an established understanding of how magic works even a non-wizard could still be skeptical of people who claim they don't get their powers from the arcane weave that holds the world together or whatever shit.

Magic can be organized miracles, so no. People inexplainably could make things happen without an explanation from physics, but still under a set of rules. Example: some kind of circular drawing on the ground can be used to summon something that shouldn't suddenly appear.

"Magic" has a different meaning in most fantasy settings than in colloquial language. It's a natural force of some kind and not necessarily some obscure mysticism.

Just because there's magic doesn't mean there's a God nor does it mean that if there is one, a man-made organized cult actually worships it directly and not some made-up facsimile.

That always bothered me about TES. You'd imagine everyone would be pretty fucking devout if worship could actually cure diseases and grant blessings and such. Then again the gods don't seem to give that much of a fuck either, so maybe it's just something they do for the chosen one of whichever game it is.
