Back Orifice 2000 was one of many "remote administration" Windows trojans popular in the late 90's / early 00's. Each of them had a default port number it listened to, so running a scan over a range of IP's usually yielded at least a few infected machines you could fuck with if you were bored. This was the most fun if the victim was using the computer and had a webcam like in OP's pic. Besides browsing/modifying the filesystem, you could hijack their mouse, open gay porn in their browser, send silly "system" messages, eject CD tray and shit like that. Good times.
