I have a GTX1060 which can hardware decode up to 8k HEVC with Main8, 10 and 12 profiles.

But it still doesn't support 10bit h.264, which means that it is CPU limited.

That chinkbox is probably the same, it has a hardware decoder for HEVC and standard h.264 profiles but probably lacks 10bit support, which means it will be all on the CPU.

An atom N270 released in 2008 can play hi10p 720p video almost perfectly with mpv, I doubt that a modern CPU would struggle with that.
