Same as the previous versions of Windows but slightly different.

If you use a .jpg as background it will convert it to another .jpg with 80% quality for some reason. If you set a .png as background it will convert it to a 100% quality .jpg

Previous versions of Windows would not convert .jpg backgrounds.

Should I update windows 7 now with all the updates and then manually remove all the bad ones before the october cumulative update thing? I haven't updated in like 2 years.

How about you don't install them in the first place. Check the more info of all of them and don't install any that mention logging, telemetry or windows 10 compatibility. You can hide them but you will have to check again over and over because Microsoft will unhide them.

Not true, 7 and 8.1 do the same thing. The wallpaper has to be the exact dimensions as your screen resolution to maintain quality, I think.

For me in W10 to maintain wallpaper quality I have to use a .png

In W7 I had to use a high quality .jpg and it would be fine. While a .png would always end up with very noticeable artifacts.
