No, you set ruTorrent up with a webserver on the Pi, and then you can access the webui by typing into a web browser your Pi's IP address or hostname if it's relevant.

Making sure you're actually connectable is a good place to start. After that you just kind of need a somewhat decent upload speed, anything about 1Mbit up should be enough.
