I don't know about about the rest of the world, but in Russian you can actually hear AM-PM time in oral speech.
Formally 24h are used, sure.

Yeah, colloquially AM-PM is used, but in writing and for official announcements where precision is required, people use 24 hour time.
I think it's hilarious when people (mostly Americans) talk about having to convert the times in their head.

America is only country that uses 24 hour clock. Just like we still use different measurement system (that actually is more practical in use, fite me), and different date format (which in the English language, the ordering MM/DD/YY can be interpreted to make sense.)
