CPUs and GPUs are pretty standard, also the SoC on higher end NICs do offload all the package transcoding, we have storage controllers, audio processors and DSPs used to be a bigger thing than they are nowadays, even offloading MP3 decoding.

Today's GPU drivers already offload heavier media decoding onto themselves, h264, flash, also JPEG, PNG and GIF decoding on hardware used to be a thing too.

Even things like JavaScript on OpenCL/CUDA on the GPU.
