The best carrier is heavily dependent on where you live.
For me, the only viable options are Verizon or att.
You should look into the coverage of all the carriers and then based on their price do a cost benefit analysis to see which one makes the most sense for you to go with.
As for the phone, if 4 inches is really what you want then the se is for you. Even the "small" Android phones are close to 5" now. Personally though, I've got a 5.7" phone and I don't even want to drop down to 5.5".

$80 will not get you anything worth having even on Hebrew phone contracts. You're probably best off using the phone you currently have and holding out until you can afford a mid tier or flagship phone
