That's retarded. It's impossible to go back to the point where no one can afford to use the internet with infrastructure now days. People with money would still be able to buy higher bandwidth links, divide up the bandwidth, and sell you lower bandwidth links. A 30 Mb connection now days could be divided into ~500 56k connections, and USENET, IRC, and GOPHER were used on lower bandwidth connections than that. The internet wouldn't be out of reach of people who actually cared even if you needed an amateur radio license due to a good portion of the links being implemented over packet radio. I'm convinced that even if some catastrophic collapse of society happened like in Mad Max the internet would still continue to run, though maybe not in the exact same way as most people think of it today.
