They have the same basic international utility with the key differences:
Spanish is more common
Spanish is spoken in the US
Portuguese is harder to speak

So it's not like German where it's more useful in Europe but not anywhere else. They cover the same points, but Spanish will win most times.

If you want to "learn" chinese on duolingo, you have to set your native language as chinese and choose another language you already know in order to access a course. Honestly, you're better off using memrise if you're just starting out.
