To clarify, a small brick or cinderblock 2 room house with bathroom (I mean rooms as living room/kitchen and a bedroom) can be built on the cheap for as little as under USD$1,000 without factoring in terrain (these are often semi-irregular lots) you could probably rent a place like that for as little as around USD$50. It will be a dangerous as fuck neighborhood, you'll be a 2-3 hour commute away from anything (most of these people don't own cars) and you may be getting evicted on short notice for any number of reasons. This is survival mode one step away from homelessness living arrangements. Still some people manage to thrive, make their deeds legal, build two story 5-6 bedroom houses and even raise families in these places, but usually this is a you have no other options type of deal.

It's actually profitable for government officials and their intermediaries to provide services and sometimes even financing for these sites, according to our laws just living in a home for 5 years (if you're not renting) gives you the right to acquire ownership, even if the land belongs to someone else, these are usually government properties. You could call it Mexican style welfare.

Those particular building were built by the French after they razed the old city, although the traditional structure (7 bridges and 7 gates, a big defensive wall which is mostly gone now) had existed for very long.

Being built on a rock with a valley separating it from the outskirts made it the best naturally defended Algerian city historically, which is why it took the French multiple of years and failed seiges before they could finally enter it.
