did you ever look the fuck around you? most areas in germany and I assume south sweden wasnt much better were pretty fucking hostile places to live in. thick forrest used to be pretty much everywhere not to mention the damn swamps and generally cloudy wet weather. the growing season is also shorter and converting forrest or swamps into fertile land requires a shitload of work. it takes a while longer to build a proper civilisation under those conditions. its not just because varus got his ass kicked that the romans abandoned their plans to integrate all of germania into the empire, too much hassle for a from their view dark, cold, wet and swampy land full of hostile natives and little ressources besides ther awesome golden hair and some amber.
