I personally think it's due to free-market economic principles and relatively low taxes, most developing countries get fucked hard by corruption so I think the best way to approach development is to keep money away from the government and promote investment and start-up, securing economic freedom is the best way to prevent brain drain too, trained professionals are essential for development and a lot of highly educated people in poor countries choose to emigrate, and who can blame them really.
