Roosevelt implemented these sort of safety nets in the U.S. but the U.S. hated commies just as much then.

The problem with trying to define socialism on such a small scope is that there are schools of political thought that would label it otherwise.
If you broaden the scope outside of marxist ideology you get stuff like what Europe has now days, which includes the policies of the nazis.

We are only arguing about the scope of it, which is not settled on by hardly anybody mainly because of the cultural shifts the US took during the red scare, which caused anything Marxist or even in the broader meaning of socialism to be cast aside as "muh communism".
