In high school, before the instruction begins, the teachers normally say "I'm teaching this for the purpose of the curriculum, not to sway your beliefs." so students don't run home to their ignorant families complaining that the teacher is trying to force evolution on them. Forcing people to have at least a basic knowledge of the candidates and how the system works is a very good idea.

From my knowledge, the schools in the south tend to be of a lower quality. I graduated from New York and most people up in the north east believe that to be true.
