I can't name a single country (maybe early USA) where the focus wasn't a large, powerful central government. We, as a species need to do one of two things; 1) move back to nature and focus on voluntary association with the highest level of government being the village priest or whatever OR 2) achieve some sort of space utopia where money is no issue and everyone had a purpose.
