However, let's say there's some factory that expels tons of smog and smoke, but it's in the middle of a giant field in a large expanse of private property. Should that be allowed if you can't guarantee that this is having an impact on other people's property? I think this is where it becomes difficult to tell exactly where aggression starts and ends.

The government has the duty of stopping the initiatory force of the factory, or negotiating a compensation deal between the factory and the citizens.
