It's an optical illusion that makes the subject look nude. Viewing said photo pre-edit is your eyes telling you they are wearing a bikini or something skimpy

Don't want to write a whole tutorial here, but what I do is: Bubble > Copy image using bubble as mask > Healing brush, smudges, and simple brush work > Glass filter > Bevel
I just do this for kicks and don't want to spend a lot of time on an image, so 90% of the time, you get what the Healing Brush gods give you.
