the issue is that it needs to be actually major and not already have a team nearby (So no Austin, anything in the south, or Albuquerque because thats not major)
If its not completely major then it growing super fast can be acceptable. Right now that leaves St. Louis, Las Vegas (Raiders have this) and potentially San Diego if the Chargers leave for expansion in football. You can also have a franchise in Toronto/Mexico City if you want to go outside.

For baseball Las Vegas could probably host the A's rather than Oakland which is a shitty area for them, somewhere in North Carolina, and Montreal (assuming they don't get dicked with TV deals like last time). I predict that the A's will go to Las Vegas with the Raiders and the Tampa Rays will become the new Expos
