pre-existing conditions doesn't mean you get the flu / break a limb and need emergency treatment / catch a serious disease.
It means you have long term medical issues such as a permanent STI, cancer, bone development issues etc.
If you have it work like, say, dental insurance, then any insurance you get will not take effect for 6 months after it is purchased. In this way, you are preventing people from buying insurance for breaking a bone or something. They have to plan ahead.

I for one chose to take more courses in economics than sociology for my electives, so I learned how an economy actually functions. That shifted me pretty far to the right.
