It was clearly a bit of a reference to how he views himself, but cleverly hidden so only people who have watched NGE would realise. The Mass Production Units in NGE are 'bad guys' in a loose sense, the kid here describe them as good guys. Robin Williams character is a bad guy in this film, but thinks he's acting benevolently, he's certain if he can just get close enough to the family they'll all be happier.
