It is one of the most depressing, shocking films I have seen recently.

Maybe on public (read: partially tax funded) television. The FCC has been ruled to have the authority to enforce decency standards for public channels, but premium and cable channels are not subject to FCC regulation. They are still censored though, because the networks don't want the FCC's jurisdiction extended to them and the main way that would happen is public outcry over the lack of decency in cable networks. So they bleep curse words and blur out titties. But rarely edit the violence because American prudishness doesn't extend to bloodshed.

Censorship is therefore erratic. If a network can convince the public that it's not a danger to 'corrupting children" then they'll tolerate almost anything of it.
