It has to take into account retards and people who get answers wrong and make mistakes. You don't usually know all the correct answers related to somebody if it poses like 50 or 60 of them, not to mention people who think they do but don't.

A small number of questions is usually enough to narrow a person down from millions of entries but unless the script/program/whatever knows it or the person making the inputs might be wrong, it'd eventually get stuck on the wrong answer.
